Yes, in that situation, you can say: "Here you go", but maybe not "Here you are".

Here you go = Go ahead = Now it's your turn = It is yours now
"Go" is a verb. So it is for when you want someone to go ahead and do something.

Here you are = Oh, there you are! I've been looking for you. = I didn't know you were here
...

I think these two are mean kinda different,
"Here you go" means " I hand it to you" or "I leave this to you" which I think is quite correct for your case.
On the other hand, "Here you are" is more like "you are here", It's a phrase when you find someone or something.

yes, when you are talking to the someone who requests for your help or asking something from you, and you can say "here you go" when you give him/her.

“Here you go,” should be fine.
You could also say “All yours.”
